Department of Asian and Policy Studies (APS) at EdUHK cordially invites you to attend the inaugural Policy Dialogue featuring Professor Anthony Cheung, Research Chair Professor of Public Administration and former Secretary for Transport and Housing, Hong Kong. Designed as a series of interactive sessions, the Policy Dialogue series seeks to address some of the most pressing policy challenges facing Hong Kong and the region.

About the Speaker: Professor Anthony Cheung (張炳良教授)
Professor Cheung has an unusual background crossing over several domains - academic, civil society, politics and government.
He worked in the civil service for 12 years before joining the City University of Hong Kong in 1986, where he rose to be Professor and Head of Department. In 2008, he became President of the then Hong Kong Institute of Education and laid the foundation for an “Education-plus” strategic direction which paved the way for the attainment of University title. In July 2012, he joined the previous government as Secretary for Transport and Housing, overseeing one of the largest policy portfolios. After serving a five-year term, he returned to academia in early 2018 and is now Research Chair Professor of Public Administration at APS Department of EdUHK.
His research focused on governance, public administration and Asian administrative reforms, producing over 100 journal articles and book chapters, as well as several authored/edited books. He co-founded the Asian Association of Public Administration in 2010 and had been its president.
As a publicly-minded scholar, Professor Cheung had taken an active part in politics and civil society organisations including think-thanks. He was a co-founder of the Democratic Party in 1994 and a legislator during 1995-97. He had served on numerous statutory and advisory bodies, and was appointed as a member of the Executive Council (2005-12) and Chairman of the Consumer Council (2007-12).
During the past 4-5 decades, Professor Cheung has had the opportunity to have close observation and experience of Hong Kong’s governance and administration in diverse capacities and perspectives. This enables him to have distinct interpretations of government and politics in the real world.
About the Policy Dialogue Series:
The Department of Asian & Policy Studies (APS) is pleased to be hosting the Policy Dialogue Series featuring Professor Anthony Cheung, Research Chair Professor of Public Administration and former Secretary for Transport and Housing in Hong Kong. Comprising 5 bi-monthly dialogue sessions to be held throughout the 2018-19 academic year, the series is designed to provide a forum to explore various contemporary public policy challenges facing Hong Kong, including:
- The Political System and Executive-Legislative Relations;
- “One Country Two Systems” and Hong Kong-Mainland Relations;
- Housing Policy and Politics;
- Transport Policy and Politics;
- Crisis Management.
The Policy Dialogue Series is interactive and encourages the participation of the EdUHK community. All are welcome!
