EdUHK Seminar on Rule of Law Education and Launch of Teaching Materials
The Education University of Hong Kong (EdUHK) held today (25 November) a seminar on education related to one country, two systems, rule of law, the Constitution, the Basic Law, and the National Security Law for Hong Kong. The event was attended by nearly 100 participants, including school principals and frontline educators.
Addressing the seminar were EdUHK President Professor Stephen Cheung Yan-leung and Deputy Secretary for Justice Mr Cheung Kwok-kwan.
Speaking on the topic of education on the rule of law, Professor Cheung stressed, “It is not just about memorising legal provisions; it is more about understanding the concepts and meaning behind them, so that students become more familiar with the history, systems and the latest development of the country.” He added that law-abiding awareness should be introduced from elementary education through a gradual approach.
Professor Cheung said, “Enhancing awareness is only the very first step. At the end of the day, we should encourage students to understand more about the nation, care for society and ultimately contribute to the country. In gist, this can be crystallised into the ‘4Rs’: the ‘Right’ Concept, the ‘Right’ Values, the ‘Right’ Behaviour and the ‘Right’ Attitude.”
On the same occasion, Mr Cheung spoke on the promotion of rule of law education in Hong Kong and elaborated on the efforts made by the Department of Justice.
Meanwhile, the event also included the launch of a teaching kit on the Basic Law and the National Security Law, in collaboration with Hong Kong Educational Publishing Company. The kit comprises tailored lesson plans and student handbooks, in addition to an animated video series to enhance students’ learning motivation. The teaching materials*, covering an array of topics, are presented in a lively and systematic manner with easy-to-understand examples drawn from daily life. The first batch of materials is designed for Primary 1 and Primary 4 pupils. Other batches will follow in phases.
